However, significant gaps and limitations have been identified in Chinese student loans. These include the fragmentation of information channels and the complexity of the application process; the uniformity of loan types; the narrow scope of support; and the unity of repayment options. In contrast, the U.S. has a more mature and detailed system with features such as specialised student loan administration and servicing agencies, the convenience of online services, the diversity of loan types, the breadth of support and the flexibility of repayment plans. [Conclusion] This study suggested that China should improve the efficiency of its student loan system by borrowing from the U.S. federal student loan system. 摘要

[目的]本研究旨在全面考察中国高等教育普及化背景下中国助学贷款制度的现状,并在 与美国联邦助学贷款制度比较分析的基础上提出可行的改进建议。 [方法]本研究采用比较研究的方法,详细分析了中美两国学生贷款制度的关键差异,包括信息获取渠道、所需文件、贷款类型、支持范围和还款策略。数据来自国家官方网站、政策和一系列二手数据来源。 [结果] 研究表明,中国和美国的中央政府在指导学生贷款制度以促进教育公平方面都发挥了重要作用。然而,中国的助学贷款也存在很大的差距和局限性。其中包括:信息渠道分散,申请程序复杂;贷款类型单一;支持范围狭窄;还款方式单一。相比之下,美国的助学贷款体系更加成熟和细致,具有助学贷款管理和服务机构专业化、在线服务便捷化、贷款类型多样化、支持范围广泛化、还款方式灵活化等特点。 [结论] 本研究建议,中国应借鉴美国联邦学生贷款制度,提高学生贷款制度的效率。具体策略包括:建立高效的学生贷款平台,整合线上和线下服务;扩大贷款种类和额度,实施贷款总额限制模式;推广实施收入驱动还款计划,以满足更多学生的需求。
