摘要

产业政策作为政府最有力的武器之一,建议坚持高关联性和高经济复杂性原则,这样可以最大限度地降低风险,实现收益最大化。然而,对于工业基础薄弱、创新能力有限、制度框架薄弱的发展中国家来说,这种方法可能并非最佳选择。基于关联性和经济复杂性,本研究阐述了中国产业政策的演变路径,并找出了决定政策制定模式的潜在影响因素。与发达国家不同,发展中国家需要几步才能达到最终目标--智能专业化方法,而不是一步到位。此外,产业政策并不总是灵丹妙药,产业政策的效果也因当地情况而异。总之,本研究扩展了对发展中国家政策与产业复杂共同演变过程的研究,为政策制定提供了更多启示。
