This paper addresses these issues using the example of Ukraine. The research is based on an analysis of scientific developments related to the design of HSR lines and the synthesis of European experience in identifying priority route directions in Ukraine. For comparing various scenarios for the development of railway connections, the authors have developed a forecasting and efficiency assessment model based on the Net Present Value (NPV) indicator. It has been demonstrated that considering the population attracted to HSR and the volume of transit passenger transportation alone is insufficient to achieve the normative investment payback. This situation can only be rectified by implementing mixed traffic involving high-speed passenger trains and accelerated freight trains. 当前的任务是制定理论和方法,并提出实用建议,以确定在欧洲创建高速铁路(HSR)线路的技术可行性。随着各国铁路的发展以及泛欧高速铁路网的建立,人们对各国高速铁路技术系统的兼容性产生了疑问。本文以乌克兰为例探讨这些问题。研究基于对高铁线路设计相关科学发展的分析,以及对欧洲在确定乌克兰优先线路方向方面经验的总结。为比较铁路连接发展的各种方案,作者开发了基于净现值 (NPV) 指标的预测和效率评估模型。结果表明,仅考虑高铁吸引的人口和过境客运量不足以实现正常的投资回报。只有实施高速客运列车和加速货运列车的混合交通,才能改变这种状况。然而,高速铁路客货混行可能面临诸多问题和限制,需要认真规划和协调。
