However, considering that the various types of CSR policies that currently exist have not been able to be implemented optimally by corporations, CSR policies need to be evaluated for systematic improvement. This research aims to determine the challenges companies face and how CSR policies can meet the policy evaluation criteria in Dumai City. This research uses qualitative research methods that explore challenges and evaluate CSR policies. Data analysis was conducted through the Nvivo 12 Plus application, sourced from interviews with each actor in Dumai City. This research found that the challenges companies face in CSR policies include the lack of a clear framework, lack of transparency and accountability, and difficulty balancing economic considerations with long-term needs. 企业社会责任作为企业活动的一种形式,始终要求企业承担社会责任。然而,考虑到目前存在的各种类型的企业社会责任政策并未得到企业的最佳实施,因此需要对企业社会责任政策进行评估,以便系统地加以改进。本研究旨在确定企业面临的挑战,以及杜迈市的企业社会责任政策如何才能符合政策评估标准。本研究采用定性研究方法,探讨挑战并评估企业社会责任政策。数据分析通过 Nvivo 12 Plus 应用程序进行,数据来源于对杜迈市各行为者的访谈。研究发现,企业在企业社会责任政策方面面临的挑战包括缺乏清晰的框架、缺乏透明度和问责制,以及难以平衡经济考虑和长期需求。杜迈市企业社会责任政策的评价指标主要是充分性(21.62%)和公平性(21.62%),其次是有效性(18.92%)、响应性(16.22%)、效率(13.51%)和准确性(8.11%),这些指标都需要进行优化评价,以便系统地改进企业社会责任政策的不明确规则,实现公共部门的重要预期目标。
