The article describes different combinations of students' tuition costs and ways to find the optimal balance between different forms of learning support undertaken by governments of different countries.\nConclusions. The high quality of higher education is recognized as an absolute priority. In the coming decade, higher education ecosystems will change in many countries, driven by changes in demand for higher education.
