摘要

目的:探讨如何提高政府对灾害与安全的研究和技术水平。方法:采用基于268位专家观点的结构方程模型(SEM)进行研究。结果:研发绩效对研发成果有直接显著影响,影响系数为0.429。(2)研发专业度和研发环境对绩效的影响不直接,但对绩效有间接影响,相关系数分别为1.124和0.354。第三,研发专业化对研发环境有显著影响(0.964),研发环境对研发绩效有正向影响(0.827)。结论:政府和决策者应通过了解研发的直接和间接影响以及相关因素之间的关系来制定灾害和安全政策,以提高研发成果。
