The new governance concept is in line with the European Union policies on sustainability, circular economy, resource efficiency, resilience, open strategic autonomy, and good governance. In theory, this new governance is feasible with the enhanced application of the strategic impact assessment and the transformation of land use planning into 3D spatial development.
