From the perspective of political incentives, this paper empirically investigates the effect of the personal characteristics of municipal leaders, mainly their tenure of office and political rotation, on the prevention and control of the COVID-19 epidemic at the city level. The results indicate a negative relationship between tenure of office and the diagnostic rate of COVID-19. The experience of having diverse political rotation has strong positive effects on the prevention and control of the COVID-19 epidemic, especially in places with higher infection risks and better health resources. Due to the division of labor and cooperation between the Communist Party of China and the government, municipal party secretaries and mayors play different roles in the prevention and control of the COVID-19 epidemic. 摘要

在讨论政府应对新冠肺炎疫情时,地方官员的领导能力是一个重要维度,但研究较少。本文从政治激励的角度,实证考察了城市领导个人特征(主要是任期和政治轮转)对城市防控新冠肺炎疫情的影响。结果表明,任期与新冠肺炎诊断率呈负相关。多样化的政治轮换制经验对防控新冠肺炎疫情,特别是在感染风险较高、卫生资源较好的地区,具有很强的积极作用。由于党和政府的分工合作,市委书记、市长在疫情防控中发挥着不同的作用。研究结果有助于理解总体上防疫过程中政治激励、官僚行为和绩效之间的动态关系。
