Using secondary sources and interviews, we present the initial legislation for TOSEDs, the evolution of the initial legislation, and the functioning of TOSED residents. Russian Territories of Outrunning Development in Mono-Cities: Current and Prospective Opportunities for Foreign Investment into Manufacturing
