Therefore, developers tend to build housing in the buffer zone where land prices are relatively cheap and land is still available. This study aims to determine the value of land in the buffer zone in the city of Surabaya and can describe it in the form of a ZNT map. This type of research uses a market approach method. The results are 19 zones consisting of Karangpilang District, Jambangan District, Gayungan District, Tenggilis Mejoyo District, Rungkut District and Gununganyar District with land values ranging from 1 to 1,500,000 IDR to 12,000,001 to 13,500,000 IDR.
