Thus, this text builds up some of the main guidelines for studying contemporary forms of the government of population framed in such epistemological field. Experiences from both Antanas Mockus’ mayoralties in Bogotá (1995-1997 and 2001-2003) take into account scientific discourses seen as objective, its institutional techniques, and the partial transfer of governmental responsibility to citizens. The goal of this article is to analyze such experiences by identifying the emergency of some of the most important statements that led to the consolidation of “cultura ciudadana” in Bogotá between 1995 and 2003 as a governmental dispositive. Secondly, it proposes an exam of the normalization practices that enabled multidimensional exercises of the government of others among citizens. These actions are framed within the analytical proposal traced by Michel Foucault’s Archeology of Knowledge, mainly, and other of his texts.
