The results of the study show thatdecentralization has been implemented well but there are side effects in the form ofmoney politics and dynasties in political decentralization, the lack of regions thatachieve independence in fiscal decentralization, and the low quality of employeesdue to employee recruitment that is still not optimal in administrativedecentralization. The capacity of the national government is only the capacity ofdistributive and horizontal cooperation that can be categorized as good, the capacityof the local government is only the capacity of horizontal cooperation within onelocal government which is included in the good category. 摘要

本文通过政府能力的中介来考察权力下放与人力资源开发之间的关系,政府能力决定了权力下放后人力资源开发的成功与否。研究结果表明,权力下放得到了很好的实施,但在政治权力下放中存在货币政治和王朝形式的副作用,在财政权力下放中缺乏实现独立的地区,以及由于在行政权力下放中仍然不是最佳的员工招聘而导致的员工质量低下。国家政府的能力只是可以归类为良好的分配和横向合作能力,地方政府的能力也只是一个地方政府内部的横向合作能力。在产生的5个模型中,4(4)个模型以产出和结果的形式显示了政府能力的状况,这些产出和结果可以改善人力资源开发,而另1(1)个模型则显示了相反的状况。
