Changes at the system and unit level do not appear to be significant to the DPRK’s foreign policy on their own, whereas shifts at the individual level have been more drastic than usual. This allowed the DPRK’s leadership to take advantage of the situation, at a point when the US and RoK had domestic disunity. 摘要

2018年3月,朝鲜出人意料地宣布将重启与美国的核武器发展谈判,这标志着其外交政策出现了意想不到但意义重大的180度大转弯。虽然许多学者将其归结为对朝鲜加大制裁的影响,但我认为美国和韩国的领导层更迭是主要因素,因为这些领导层更迭带来了各自国家外交政策的变化。体制和单位层面的变化本身似乎对朝鲜的外交政策没有重大影响,而个人层面的变化却比平时更为剧烈。这使得朝鲜领导人能够在美韩内部分裂的情况下利用局势。因此,本文从三个主要层面对主要事件进行分析;运用经典现实主义的IR理论来支持论文的研究。
