However, its conceptual definition and operationalization is still insufficient, and its challenges and reach are hardly explored. In this article we inquire about the characteristics of inclusive innovation policies in Colombia, and the tensions for their implementation and evaluation. Regarding the case of ‘A Ciencia Cierta’, a Colciencias’ program, we examine the concept of inclusive innovation from a tentative analytical approach, built upon 6 derived dimensions: inputs, involvement, results, governance, space, and knowledge. Findings give substance to these dimensions and suggest an operational heuristic to approach inclusive innovation policies.
