The National Institute of Educational Studies and Research's 2018 School Census and Atlas Brasil were used as data sources. The construction of the supply conditions adequacy indicators was made by a continuous numerical scale measured to better fit the purposes of this study having as unit of analysis the public and private schools of infant education (convened to the public power or not) and its relationship with the Human Development Unit to which it belonged.
