The second part is devoted to the specifics of the legal regulation of the human rights of the elderly during armed conflicts, applying the example of the war in Ukraine. The Conclusions focus on the comparison of the protection of older people in the two mentioned crisis situations, i.e. with regard to the war in Ukraine and in connection with COVID-19. 摘要

本文旨在以乌克兰武装冲突和2019冠状病毒病为例,评估欧洲委员会(CoE)关于在危机局势中保护老年人人权的法律。鉴于此,本文主要分为两个部分。第一部分分析了欧洲委员会各机构对欧洲委员会成员国政府就COVID-19提出的影响老年人权利的措施的反应。第二部分以乌克兰战争为例,探讨武装冲突中老年人人权法律规制的具体内容。结论重点比较了上述两种危机局势中老年人的保护情况,即乌克兰战争和2019冠状病毒病。提交人认为,老年人的权利在健康危机时期比在武装冲突期间受到更多关注。
