In this context, we will examine the usage of Geographic Information Systems (GIS) in the analysis of human resource management in the public sector. For this research, personnel and operational data of 957 Land Registry Offices in all districts of Turkey were used. These operational data were examined using different clustering techniques. By using tools of Geographic Information Systems to analyze public services, the distribution and condition of services can be understood much better.
