Using the GML Productivity Index, we measured the China's green total factor energy efficiency (GTFEE) and systematically explored the effects of environmental regulations on GTFEE. The conclusion shows that the impact of ER on GTFEE is expressed as a U-shaped relationship. In addition, the threshold effect analysis suggests that skills premiums can enhance the role of ER in promoting GTFEE. 摘要

提高能源效率是打破资源诅咒的关键。本文采用GML生产率指数对中国绿色全要素能源效率进行测度，系统探讨了环境规制对绿色全要素能源效率的影响。本文主要研究不同技能溢价水平下环境规制对GTFEE的阈值效应。研究结果表明，ER对GTFEE的影响呈u型关系。ER不仅可以直接增加技能加成，还可以通过增加技能加成间接提高GTFEE。此外，阈值效应分析表明，技能溢价可以增强ER对GTFEE的促进作用。本研究基于劳动技能溢价的新视角，分析了环境规制对GTFEE的促进机制，对提高中国生态环境污染治理效果、促进碳中和具有启示意义。
