在此基础上提出:地球自转角速度变化所产生的地壳板块纬度方向力和地球自转所产生的地壳板块经度方向力是引起地震的主要作用力。同时,作者给出了这些力在地球周围主要地壳板块上的估价值,并描述了地震预报中可以使用的五种物理效应。
