Moreover, to ensure the feasibility of the proposed model and to decrease the political risk of execution outcome, we adopted a two-stage validation in this study. The proposed performance indicators were examined by the historical data of road maintenance in Taipei City, and the feasibility of the proposed PBC implementation model was then confirmed by domain experts. 摘要

保持城市道路的良好状态是任何一个城市政府的基本职责。传统上,城市道路维护是由承包商进行的,承包商提供所需的人力和设备资源来完成必要的日常检查和维修工作。虽然道路质量尚可,但到处都是低效率。绩效合同(performance-based contract, PBC)在各国的道路养护领域都有应用,主要用于作为合同主体的公路或大面积路面修复和后续养护。在本研究中,我们运用设计思维方法建立了城市道路巡逻和零星维修的PBC实施模型。此外,为了确保所提出模型的可行性,并降低执行结果的政治风险,我们在本研究中采用了两阶段验证。本研究以台北市道路养护历史数据为基础,检验绩效指标,并由领域专家验证PBC实施模式的可行性。研究成果可用于开发具有更好维护性能的其他基础设施的维护管理PBCs。
