INFORMATION SECURITY OF CHILDREN IN THE RUSSIAN FEDERATION: PROBLEMS OF IMPLEMENTATION

В статье представлены результаты анализа принятой в апреле 2023 года Концепции информационной безопасности детей в Российской Федерации (далее – Концепция). В качестве подтверждения существующих угроз и рисков в цифровой среде приводятся данные проведенного криминологического исследования среди несовершеннолетних, обозначаются возможные проблемы реализации Концепции, анализируются разработанные критерии оценки её эффективности. Отмечается важность усиления ответственности интернет-провайдеров за размещаемый деструктивный контент, повышения роли государственных органов в противодействии распространению среди несовершеннолетних антисоциальных норм поведения и усилении мер по недопущению стихийной социализации несовершеннолетних. В ходе исследования автор приходит к выводу о необходимости разработки реальных механизмов реализации Концепции, конкретно достижимых и объективных критериев оценки эффективности обеспечения информационной безопасности несовершеннолетних. The article presents the results of the analysis of the Concept of information security of children in the Russian Federation adopted in April 2023 (hereinafter referred to as the Concept). As confirmation of the existing threats and risks in the digital environment, the data of the conducted criminological research among minors are given, possible problems in the implementation of the Concept are identified, and the developed criteria for evaluating its effectiveness are analyzed. The importance of strengthening the responsibility of Internet providers for posted destructive content, increasing the role of state bodies in counteracting the spread of anti -social norms of behavior among minors and strengthening measures to prevent spontaneous socialization of minors is noted. In the course of the study, the author comes to the conclusion that it is necessary to develop real mechanisms for the implementation of the Concept, concretely achievable and objective evaluation criteria, which will increase the effectiveness of increasing the level of information security of minors.
