The findings in this study indicate that China's approach to the governance of Internet information possesses the following essential features: the clarification of the dialectical relationship between Internet freedom and order, the unification of carrying forward positive energy and restraining negative information, the people-oriented and bottom-up participatory approach to the ecological governance of Internet information, as well as the strictly prohibitive conducts of three key administrative counterparts. The underlying reasons for choosing such an ecological path to regulate the Internet information can be attributed to China's national configuration, including its political system, cultural tradition, status quo of the Internet development, and the pervasive cybersecurity challenges facing its society. It is thus argued that the governance of Internet information, characteristic of spatiality, can merely be construed within specific socio-political and cultural contexts. Albeit the spatiality of the governance of the Internet information, China's approach can serve as a model for other nations to develop their own governance discourses pertaining to the Internet information. 摘要

摘要本研究旨在通过对《互联网信息内容生态治理规定》的详细考察,考察中国的网络治理方式,尤其是互联网信息话语。研究结果表明,中国的互联网信息治理方式具有以下基本特征:明确互联网自由与秩序的辩证关系,弘扬正能量与抑制负面信息的统一,以人为本、自下而上的参与式互联网信息生态治理,以及三大重点行政相对人的严控行为。选择这样一种生态路径来规范互联网信息的根本原因,可以归结为中国的国家结构,包括其政治制度、文化传统、互联网发展现状以及中国社会普遍面临的网络安全挑战。因此,互联网信息的治理具有空间性特征,只能在特定的社会政治和文化背景下进行解释。尽管互联网信息治理具有空间性,但中国的做法可以为其他国家发展自己的互联网信息治理话语提供借鉴。本研究不仅旨在解读中国互联网信息生态治理的话语,也旨在为全球网络治理的话语和实践提供有益的见解。
