Through an analytical study of Decree 1278, it is possible to glimpse that it contains specific elements that allow to delimit with great success an educational quality standard in relation to the professionalization of the teacher, being the evaluation module the appropriate mechanism to achieve a clearer view of the state of the quality of the Educational Institution where the teacher works.
