本文研究了水权初始分配的通用模型。基于市场机制和集中机制,建立了水权初始配置的收益激励模型。在游戏中,政府是领导者,用户是追随者。然后用遗传算法对模型进行求解,得到优化解。本文的研究成果可为我国水权初始配置提供一定的理论参考
