The regularity of the formation of specializedgovernment structures by the governments of these countries is revealed, based on the algorithmof the creation of a subsystem of management from the components of «normative and legalsupport – a specialized organizational structure - a responsible person with a special status»,which today is absent in Ukraine. On the basis of this, the feasibility of the creation of aspecialized, innovative state management structure, the Service of the Special Representative ofUkraine for International Energy Issues with the function of energy diplomacy, adapted to theconditions and realities of the system of public administration and administration in Ukraine issubstantiated. ANALYSIS OF THE EXPERIENCE OF FORMATION OF ENERGY CONTROL SYSTEMS OF ACTIVITY OF THE LEADING ECONOMICS OF THE WORLD
