The results showed: the coupling degree of primary industry in each area is far less than 1, indicating a surplus of human resources. The coupling degree of the secondary industry is greater than 1, showing a shortage of human resources varies in the upper and lower reaches of the river. While the lake of human resources in the tertiary industry goes in the middle and upper reaches of the river, except for Ningxia Province, where there is a surplus of human resources. 摘要

为实现人力资源结构与产业结构的良性耦合,促进经济高质量发展,本文分析了人力资源与产业结构的耦合关系,利用2020年统计数据对黄河流域九省人力资源与产业结构的耦合进行了比较研究。结果表明:各地区第一产业耦合度远小于1,表明人力资源存在过剩。第二产业的耦合度大于1,表明上下游人力资源短缺程度存在差异。而第三产业人力资源湖除宁夏人力资源过剩外,其余主要分布在长江中上游。对此,政府需要加强顶层设计,推进人力资源整合,实现黄河流域人力资源结构与产业结构的正耦合。
