However, there are no standard measures of transport system vulnerability to physical or cyberattacks. The separation of governance over different modes of transport increases the difficulty of coordination in developing and enforcing a common security index. This paper contributes a perspective and roadmap toward developing multimodal security indices that can leverage a variety of existing and emerging connected vehicle, sensing, and computing technologies.
