Abstract

The goal of "one stop shopping" across multiple energy markets is to facilitate energy transactions by marketers, just as the motivation for large Regional Transmission Organizations is to remove barriers to trade due to multiple operational procedures and to support internalization of regional congestion management. Some of the critical issues for accomplishing one stop shopping (OSS) are: providing a single point of access for deal entry; automation of all associated processes required for the deal, including procurement and scheduling of transmission services; using the best available protocols that support data transparency under the internet environment; supporting a high degree of security via SSL and digital certification; and providing for coordination of scheduling and of operational information between RTOs, including RTO congestion management processes.
