This paper describes the specific steps of a Goals Analysis process applied by Systems Engineers at the NASA Langley Research Center during the formulation of requirements for research projects. One of the key elements to successful project management is the establishment of the "right set of requirements", requirements that reflect the true customer needs and are consistent with the strategic goals and objectives of the participating organizations.
