This study explores the urgency of ID-SIRTII to prevent global cyber threats. The study found that cyber threats in Indonesia are very complex, seeing the variations of actors, motives, and targets (civil or military purpose). Abstract
The establishment of the “Indonesia Security Incident Response Team on Internet Infrastructure (ID-SIRTII)” is a tactical step by the Indonesian Ministry of Information and Communication to ensure the stability of national information regarding cyber protection and all forms of threats. 成立“印尼网路基础设施安全事件反应小组”(ID-SIRTII),是印尼资讯与通讯部的策略性举措,旨在确保国家资讯在网路防护与各种威胁方面的稳定性。本研究探讨了ID-SIRTII在预防全球网络威胁方面的紧迫性。研究发现,印尼的网络威胁非常复杂,行动者、动机和目标(民用或军事目的)各不相同。这种复杂性可以通过以下四个方面来解释,即:(1)通过对网络地缘政治研究的理解,至少可以达到两个领域,即通过制定和激活网络力量来面对全球网络战争(PSG)、世界几何战争(PGA)和“Siber State or Siber Government”的形成,“将网络用于高级政治目的(军事)”;以及通过保护网络空间中的民事活动来“将网络用于低政治目的(民事)”;(2)为防止国家网络犯罪的蔓延,ID-SIRTII政策的实施与国家网络机构相结合;(3)为了预防全球网络威胁,需要加强ID-SIRTII政策的实施,并与区域和全球网络机构进行良好的整合;(4)考虑到两种“网络功能主义”也形成了印度尼西亚国防和安全系统在网络领域的结构主义,目前印度尼西亚需要建立一支网络部队,作为陆军、海军和空军的补充。关键词:国防,安全,网络,ID-SIRTII,网络部队
