CONSERVATION ISSUES IN MIXED/COMPLEX SITES UNDER PROTECTION

Abstract

Aim: To examine the Turkish conservation legislation and to identify the deficiencies in planning-implementation, monitoring-supervision, authority-responsibility for protected areas; is to find solutions for the problems experienced in areas where more than one different site overlaps. Method: The definition, determination, registration and intervention methods for protected areas in national legislation were examined. Conceptual research has been carried out on the development process of national and international protection and the concept of sites, the definition of mixed sites and the determination of their problems. Results: Since there is no definition of mixed sites in our legislation, it has been determined that the sites are not evaluated correctly depending on the values they carry. It has been determined that the institutions and people involved in the conservation and implementation process in mixed sites do not work in coordination and there is no healthy information sharing in cooperation; These powers and responsibilities were evaluated comparatively. Conclusion: It has been revealed that more qualified protection will be provided when the definition and classification of mixed sites are done correctly. The problems encountered in these areas (authority, method, management, implementation, audit, etc.) were determined and comparative solution proposals were presented by discussing them graphically.
