Delphi-technique and Paired Comparison Method are used to collect civil and military opinions regarding sustainable agreements. As a case study, a civil military cooperation project between a military unit and a local government is introduced. With successful projects, it is expected that the better installations could lead positive images of a military unit, provide advanced athletic environments for both local residents and military personnels, and lessen defense cost to maintain them. 军民共存的军事设施可持续共享方案研究
摘要:本文通过一个军民可持续合作项目,展示了改善军事设施和当地居民福利的程序和策略。军事设施往往会阻碍城市发展,因此经常会提出一些民事诉讼。与此同时,由于军事单位本身的特殊用途,有时不可能搬迁,即使它们属于民用开发的核心地点,由于城市扩张,道路网络扩大等原因,这些地方通常是必不可少的。抵消这些与军事单位及其周围城市化有关的民事和军事需求之间冲突的解决办法是建立可持续的战略,使民事和军事都能受益。在本研究中,描述了通过确保高质量的体育设施来改善军事单位某些设施并促进当地居民福利的决策过程。采用德尔菲技术和配对比较法收集有关可持续协议的民事和军事意见。以某军事单位与地方政府的军民合作项目为例进行了介绍。如果项目成功,可以树立军队的正面形象,为当地居民和军人提供先进的运动环境,还可以减少防卫费。此外,该项目将成为军民可持续合作的典范。
