THE FORMATION OF URBAN GOVERNANCE STRUCTURES IN EARLY SOVIET ERA AND THE MAIN DIRECTIONS OF THEIR ECONOMIC ACTIVITY

Abstract

. The article deals with some issues of building the structures of urban governance, the particularities of their staff forming in the early Soviet period and the main directions of their economic activity. The relevance of this problem is due to the fact that an objective review of the organizational structure and activities of the Moscow Council will help in identifying the strengths and weaknesses of this body of city government. Of special interest is the experience of administrative and economic anti-crisis activities of the Moscow Council. Some of the solutions applied at that time can be efficient in modern conditions.
