Ефективність управління об’єктами державного сектору України.

Abstract

The paper considers the issue of increasing the effectiveness of State enterprises ' management, analysis of the development indices of State enterprises for the period from 2016 to 2018, defines the basic principles of state management of The Ukrainian sector. The purpose of the article is to study peculiarities of State objects management in solving a number of economic and social problems in Ukraine. It is proved that the public sector of Ukraine is almost twice the same as the leading countries of the world, its enterprises are raw and strategic monopolies that perform a social role rather than economic, are not "locomotives of economic growth", Because 60% of enterprises are unprofitable. The management of State entities is carried out by different authorities (ministries and departments), which are not interested in organization of transparent accounting of real estate objects and increasing the efficiency of their use. It is determined that the activities of public sector objects are not associated with unified rules for their economic efficiency, since an imperfect legal framework and low level of specialization do not provide the necessary management of development Public sector by the State; Number of subjects and objects of management does not meet the necessary needs, creating an excessive burden on the state and distracting significant resources of the country to perform management functions. It is recommended to establish an effective mechanism for management of the public sector of economy, which should be based on the priorities of State property management and on effective application of financial instruments of influence. All this will promote the efficiency of functioning of the public sector and the economy of Ukraine in general.
