In public sector organizations that are in charge of software development or operation and services the same problems are identified. In addition, there are a number of laws or regulations that they must comply with, such as MAAGTICSI. Therefore, this article shows the proposal of a framework for software development based on the ISO/IEC 29110 standard for public sector organizations that aims to help improve their processes for software management and development.
