First, through the ways of reviewing literature and interviewing experts to collect competency indicators of the chief quality officer, then code and count indicators, according to analysis the result of statistical dates, a competency scale of the chief quality officer is established. Take advantage of the analytical methods of independence, exploratory factor, reliability and validity and other mathematical statistical methods to analyze statistics, choose principal component analysis to calculate weights. According to the weight of each competency factor to rank, and eventually build a competency model of the chief quality officer, which contains 22 competency indicators in four dimensions: potential(0.304), professional skills (0.272), personal accomplishment (0.223) and knowledge achievement (0.201). Finally, based on the iceberg model, the competency model of the chief quality officer is divided into knowledge achievements and professional skills floating on the water, and personal qualities and potentials are under the water.
