It is analyzed the conditions for the implementation of an independent all-Russian and international system for assessing the quality of education, as well as the activities of relevant organizations and structures. In the process of historical analysis, the author identified the key stages of institutionalization, formation and development of an independent system for assessing the quality of education in Russia. The article presents the experience of implementing projects for an independent assessment of the quality of education at the international, federal and regional levels, and ana-lyzes the activities of organizations that form the methodological, research and resource base for the formation of an independent system for assessing the quality of education. The author focuses on scientific and theoretical approaches developed by the system of intergovernmental agreements of European states and the experience of practical implementation of projects in Russian educational systems (general and higher education). Abstract
