Surface access to airports

Abstract

This paper considers some important aspects of the development of surface access requirements for airports. It draws on many of the recommendations of a special Task Force set up by the Air Transport Action Group (ATAG) in cooperation with the Airports Council International (ACI). Policy coordination is essential to all developments in surface access, and access links to airports need to be upgraded as airport facilities are improved and expanded. For each airport, a comprehensive study of existing and forecast traffic flows and traffic management is essential. Required improvements cannot be forecast, unless all interested parties have a clear idea of their objectives. Environmental factors must be considered fully, when planning access. More attention should be devoted to ways of funding the integration between various transport modes at key transport hubs. Some key factors are detailed, that need consideration when planning access developments by rail, road, water and other forms of surface transport. Interchange between modes should be made as easy as possible, and include adequate information displays and through- ticketing.
