RELAÇÕES EXECUTIVO-LEGISLATIVO: UMA ANÁLISE DA GOVERNABILIDADE DO PRESIDENTE JAIR BOLSONARO, NA CÂMARA DOS DEPUTADOS, NOS DOIS PRIMEIROS ANOS DE MANDATO (2019-2020)

Abstract

: This article sought to describe and compare the governability of President Jair Bolsonaro's first two years in office in the Chamber of Deputies. In order to meet this objective, this research calculated the parties roll rates and the coalescence rate, to then supplement them through the Executive's dominance coefficient and the success coefficient of the provisional measures. In this sense, it was observed the absence of the construction of a coalition along party lines, in the two analyzed periods, as well as the absence of a robust parliamentary support base dissociated from the party logic.
