Incumbency may have effects on a political career that go beyond increasing the probability of reelection. In particular, incumbency may affect the probability of winning different political offices. So far, the literature has not looked at these multi-office incumbency effects. In contexts where politicians move frequently to other offices, ignoring multi-office advantages may generate biased estimates of the true effect of holding a political office on the success of one's career. We define Multi-Office Incumbency Advantage and study it using a novel data set that tracks all Brazilian politicians, from local councillor to federal legislator, from 1994 to 2010. Furthermore, we use our results to evaluate two standing hypothesis regarding Brazilian politics. The first is that there is an incumbency disadvantage in Brazil. The second is the hypothesis that holding a federal legislative office is a spring board to becoming a Mayor. We find no support for either.

This paper intends to analyze how the constitutionality control of the text of constitutional amendment proposal no40 of 2003, and its resulting constitutional amendment no 41 of 2003, took place. For that, the manifestations of the Constitution and Justice Committee of the Chamber of Deputies (CCJC) regarding the normative proposal were studied, in addition to the direct constitutionality actions (ADIs) in the Supreme Federal Court (STF) that dealt with the Constitutional Amendment in question. As a result, I observed that the subjects brought by the CCJC were not the same that STF later worked on in its constitutionality analysis. The conclusion is that the preventive and subsequent control of constitutionality behave as similar and important veto points for the resolution of unconstitutional matters.

This paper analyzes the prohibition of coalitions in proportional elections and its effects on party fragmentation in the 2020 municipal elections in the capitals of Brazil. The results pointed to a continuation of party fragmentation in the Municipal Chambers of Brazilian capitals, even after the prohibition of coalitions in proportional elections, as there was an increase in candidates for councilor in almost all capitals of the country.

This paper had as its field of analysis and objective the history of the electoral campaign financing institute in Brazil and its significant changes in the face of the fight against corruption and money laundering through slush fund in the context of the elections. The methodology chosen was deductive and bibliographic review. The subsequent legislative change has already generated positive impacts both in the 2018 general elections and in the 2020 municipal elections. However, the Superior Electoral Court, through an information system, found that in the 2020 elections there was a deviation, possibly of electoral slush fund, as they are still under analysis in the Court, in the amount of more than R $ 588 million. Therefore, the difficulty involved in investigations related to electoral slush fund is the possibility of tracing the origin of the illicit money and the improvement in party transparency. Resumo: Este estudo examina o impacto da desigualdade de renda nos custos das eleições municipais no Brasil. Modelos de economia política sugerem que alta desigualdade de renda aumenta a doação para campanhas eleitorais. Para testar essa hipótese, usamos dados de painel para as eleições municipais brasileiras de 2004 a 2016. Os principais resultados obtidos de modelos de efeitos fixos sugerem que municípios mais desiguais tendem a apresentar eleições mais custosas. Tal resultado indica que reduzir a desigualdade de renda pode contribuir para a estabilidade das instituições e a confiança no processo eleitoral.

INTRODUÇÃO Embora seja imprescindível assegurar ao indivíduo liberdade para discutir publicamente suas reivindicações, as decisões políticas só podem ser consideradas legítimas em uma ordem democrática, se também o acesso à participação na esfera pública for garantido de forma igualitária a todos. Assim, a liberdade de se expressar politicamente é por si um valor essencial, mas deve ser garantida de forma igual a todos para que seja alcançada a justiça social. Por sua própria condição, determinados indivíduos necessitam de proteção específica, indispensável para que possam se incluir socialmente e participarem da vida pública e política em condições de igualdade. Para que a igualdade seja alcançada integralmente, devemos considerá-la também em sua dimensão material. As distinções dos diferentes grupos sociais (igualdade material) devem, então, ser levadas em conta, pois, do contrário, o direito acaba por gerar mais desigualdades. Em outras palavras, o tratamento jurídico desigual aos grupos socialmente mais vulneráveis, como é o caso das pessoas com deficiência, é essencial para se garantir a igualdade na realidade fática da vida. É a chamada “desigualação” positiva, desigualando para igualar. É precisamente nesse contexto que surgem as normas destinadas a tutelar e promover a voz cidadã das pessoas com deficiência. Neste artigo, em primeira análise, tentaremos demonstrar a importância de a participação política ser considerada em uma dimensão inclusiva.
