From the perspective of flow management system construction, this paper expounds the construction background, construction content and technical innovation direction of the project. Abstract

During the 13th Five-Year Plan period, the rapid growth of air traffic flow, so that the air traffic control industry is facing great pressure. The contradiction between flight flow support capability and airspace capacity is increasingly prominent, North China is under increasing pressure to secure flights. The existing air traffic control service as the core of the operation management mode is no longer competent. A relatively independent, professional and systematic flow management system covering all aspects of flight operation is an inevitable requirement to ensure the safe, orderly and efficient operation of large-scale air transport system. From the perspective of flow management system construction, this paper expounds the construction background, construction content and technical innovation direction of the project. “十三五”期间,空中交通流量的快速增长,使空中交通管制行业面临很大压力。飞行流保障能力与空域容量之间的矛盾日益突出,华北地区保障飞行的压力越来越大。现有以空中交通管制服务为核心的运营管理模式已不再胜任。一个相对独立、专业、系统的覆盖航班运行各个环节的流量管理体系是保证大型航空运输系统安全、有序、高效运行的必然要求。本文从流程管理系统建设的角度,阐述了该项目的建设背景、建设内容和技术创新方向。空管部门充分利用新技术、新设备、新管制手段,通过科学的方法,不断挖掘管制潜力,提高空管综合保障能力。
