Currently, many construction organizations in the region are experiencing a shortage of construction workers, so for the regional investment and construction complex, the issue of attracting local workers to construction is relevant. A study of the trend of reducing the level of organizational and technological reliability from a decrease in the number of construction workers was conducted. Measures are proposed to increase organizational and technological reliability in the investment and construction complex of the Amur Region, including through the use of the region's own resources in conditions of restrictions. For the regional investment and construction complex, the issue of creating incentives for the recruitment and selection of workers is relevant. Improving working conditions combined with well-designed motivational measures can create a solid foundation for increasing the attractiveness of the worker's work. The main purpose of the study is to identify the impact of limited labor resources in construction on the organizational and technological reliability of the construction complex.
