Data analysis was obtained through the stages of data reduction, data presentation and drawing conclusions. The results illustrate that the government must make budget transparency, LONGGAR Standard Operating Procedures (SOP), and optimization of the involvement of youth and community leaders. Abstract

This study aims to identify barriers experienced in public sector innovation with a case study of the Alley Garden (LONGGAR) program innovation in Makassar. The measurement indicators used include several inhibiting factors according to Mulgan and Albury.
