Our approach combines contributions from constructivism and realism. This research applies a qualitative methodology that relies on process tracing along with thematic analysis of presidential speeches and defense white papers. The findings suggest that pa members have a common pattern of behavior in the face of international security actions prompted by Washington in the un Security Council.
