This paper constructs the indicator system of emergency plans' evaluation from five aspects: scientific nature, completeness, flexibility, operability and economy. Using trapezoidal fuzzy numbers, the transformation of linguistic evaluation variables to trapezoidal fuzzy numbers to real values is realized. Finally, based on the simplified ELECTRE method, the advantages and disadvantages of emergency plans are sorted. Abstract
As a guiding document for responding to emergencies, the emergency plan directly determines the quality and efficiency of emergency work. Accurately evaluating the pros and cons of the emergency plan can provide valuable decision-making reference for relevant departments.
