It requires several processes, including the collaborative effort of the healthcare professions to construct a progressive framework of competencies, establish a programmatic assessment system, and implement an individualized learning experience that emphasizes competence. This approach balances patient safety, healthcare quality, and clinical learning efficiency to cultivate competent healthcare professionals systematically. The ultimate goal of this approach is to ensure that all graduates can practice independently and meet predetermined proficiency standards. One of the key steps in promoting CBME is using an information platform to construct an “Entrustable Professional Activities” (EPAs) assessment system for workplace-based teaching and learning. This platform facilitates ongoing analysis, feedback, validation, and improvement of the implementation process. In 2022, the Taiwan Society of Otorhinolaryngology-Head and Neck Surgery became the first specialty medical association in Taiwan to complete the development, testing, and full-scale implementation of EPAs through its participation in the “Emyway project” initiated by the Joint Commission of Taiwan.
