Aiming at the new challenges faced by financial aid work in the new era, this chapter is problem-oriented, and through investigation and analysis, proposes the construction of a \"caring, caring, warm-hearted, and comfortable\" precise long-term mechanism for student financial aid that combines material assistance, moral infiltration, and ability enhancement, to run the education work through the whole process of college education, in order to provide reference for the construction of my country's colleges and universities subsidized education system. National leaders have pointed out that it is necessary to improve the financial assistance system for students from poor families, promote targeted poverty alleviation through education, and block the transmission of poverty between generations, so that every child has confidence and hope for the future. Student financial assistance is not only the need for building a strong country with human resources, but also an important guarantee for accelerating the modernization of education. Abstract

“三个全面教育”理念下高校教育精准拨款实施研究
学生资助是一项温暖的工作,也是一项暖心的项目,它关系到我国教育公平的促进。高校作为学生成长和成才的摇篮,应以“育人育德”为宗旨,以育人为资助工作的出发点和落脚点,不断完善学生资助政策,确保不让任何学生因家庭困难而辍学。本章针对新时期助学工作面临的新挑战,以问题为导向,通过调查分析,提出构建“关怀、关怀、温情、舒适”的物质资助、道德渗透、能力提升相结合的精准助学长效机制,使助学工作贯穿于高校教育全过程。以期为我国高校补贴教育制度的建设提供参考。国家领导人指出,要完善家庭经济困难学生资助制度,推进教育精准扶贫,阻断贫困代际传递,让每个孩子对未来都有信心和希望。学生资助不仅是建设人力资源强国的需要,也是加快教育现代化的重要保障。这也是一个鼓舞人心的项目,关系到贫困青年的未来,关系到促进教育公平[1]。近年来,中国以“不允许学生因家庭经济困难而辍学”的理念提出,基本建立了以奖学金、助学贷款、勤工俭学、特困补助、学费减免为主体的多元化家庭经济困难学生资助政策体系,形成了“解难—育人—成才—回馈”的良性循环[2]。但在实际工作中仍存在认定分类不够精细、重物资补贴轻等困难
