Conventional tourist destinations have been developed through the government through a bottom-up approach where factors of tourist need are paramount compared to the communities surrounding the tourist destination. Consequently, there is a management conflict that affects the interaction between the community and tourists due to the lack of involvement. This will result in the offering of a quality experience that is not in line with the status of the world's heritage sites. Therefore, continuous community and tourist involvement is required to maintain the status quo. This paper aims to build a theoretical framework to build world-class tourism sites. In conclusion, the joint involvement in the tourism-building process affects the community and tourists. Abstract

Tourism place-making is a process of transform space to a quality destination. World Heritage Site destinations offer tourists a sense of heritage because of their unique universal value. Community involvement is crucial to the success of the tourism agenda at each destination.
