On the development of small aircraft in the Arctic zone of the Republic of Sakha (Yakutia)

Abstract

Северные территории Республики Саха (Якутия), находящиеся за Полярным кругом с суровыми климатическими условиями, имеют статус арктической зоны. Региональная авиация в арктической зоне Якутии не в состоянии полностью покрыть потребность в авиаперевозках местного населения. Малая авиация и авиация общего назначения могли бы содействовать этому, но в настоящее время этот сегмент гражданской авиации в нашей стране крайне неразвит. В статье приводится сравнительный анализ состояния развития малой авиации в России и в зарубежных странах. Отмечаются достоинства и недостатки Концепции развития малой авиации в Республике Саха (Якутия) (2019 г.). Авторы приходят к заключению о крайней необходимости широкого внедрения малой авиации и авиации общего назначения в арктической зоне Якутии для полноценного социально-экономического развития данного региона. Это требует комплексного решения правовых, организационных, технологических и финансовых вопросов на правительственном уровне. Regional aviation in the Arctic zone of Yakutia is not able to fully cover the need for air transportation of the local population. Small aviation and general aviation could contribute to this, but at present this segment of civil aviation in our country is extremely undeveloped. The article provides a comparative analysis of the state of development of small aircraft in Russia and abroad. The advantages and disadvantages of the Concept for the Development of Small Aviation in the Republic of Sakha (2019) are noted. The authors conclude that it is absolutely necessary to widely implement small aviation and general aviation in the Arctic zone of Yakutia for the full social and economic development of the region. This requires a comprehensive solution of legal, organizational, technological and financial issues at the government level.
