Políticas Antisubversivas en Sudamérica: Paramilitarismo e Insurgencia

Abstract

In a situation of internal conflict, the necessity of incorporating civic society in the fight against terrorism or subversion, can lead governments to implementing public policies, creating paramilitar groups that can be, or not, effective to solve the conflict. Throughout the current analysis, the authors have gathered information regarding two emblematic case studies from South America, the Colombian Cooperativas de Vigilancia y Seguridad Privada (Convivir) and the Peruvian Comités de Autodefensa (CAD). Finally, making an evaluation of the effectivity and applicability of the implementation of those public policies from a framework of National Security, and respect for rights, freedoms, and social welfare.
